Coming back to Dubai with outstanding credit card debts?

Hi everyone,

My name is Ismat and looking to help out my boyfriend in providing him the right information it might sound like a Cliche! however this is what he had done to him self and seeking answers to his question

My boyfriend had used credit cards of around 10 local banks in uae though due to drecit crunch he recently lost his job the process was slow but finally it took place 4 months back,he is no more in dubai and sadly had to vacate the place in feburary without informing anyone and resides now in New york

What we want to know is he's been missing in dubai for last 2 months is there a chance to return back?

Since he is not able to pay these local banks anymore due to "No-Job" dillema can these bank trace him in Newyork by any chance and bring him back to dubai for any charges?

Any one who can help us we shall be grateful frankly what im suggesting him is not to come back and live his life even if he wanted to pay he needs a job and current market is pothetic ami right in my sugesstion as he dealt with all local bank who might not be able to trace him all the way to new york?

We are looking for a geneuine answer,it is agreed that what he did would be a crime but what should one do when there is no excape plan? should he die behind bars for the rest of his life?

Credit card debts and banks in Dubai

Banks in Dubai have a reputation for being quite harsh and unsympathetic when it comes to outstanding debts. If he returns to Dubai then he is at risk of being arrested at the airport on entry, or next time he attempts to exit the UAE. Then usually what happens is the person goes to jail, is convicted of something related to the debt, serves a jail sentence and/or fine but usually a jail sentence, and remains in jail until the debt is fully paid off even if the jail sentence is completed.

No one can guarantee that he will or won't be arrested, or guarantee that he will or won't end up in jail.

You could try contacting the banks (all of them - it only takes one to file a case for him to be at risk of arrest) to see what his status is with them, and the Dubai Police and/or Dubai Immigration to see if there are any arrest warrants outstanding for him. The concern I have with that though, is if they all give the all clear for him, can you believe them with 100% certainty? Just the fact that you phone them and mention his name might be enough to prompt them to investigate more thoroughly. I'm not the police or immigration department so I can't say what they will or will not do.

The only risk-free (almost - there's still a small risk of mistakes) scenario as far as I can see is for him (or someone) to clear all the debts with the respective banks, and make sure he has written documentation to prove that all his debts are paid off (that he has with him whenever he travels to or from or through a UAE airport ... or even other GCC countries to be completely sure).

Alternatively, make connections with someone with enough wasta to either clear his name or be able to ensure his safe passage through Dubai Airport (but that's still not a risk-free scenario, and certainly not one I would rely on).

As for your question of banks being able to extradite him from New York, well, banks can't extradite anyone from anywhere, but the police can attempt to. My understanding is that a number of UAE residents (or ex-residents) have Interpol Red Notices posted for them which means they can be arrested in a number of countries and extradited to the UAE. But I think although in theory that is the case, in practice it hasn't happened, or rarely happens, for financial fraud, perhaps because UAE rules about fraud punishments differ substantially from most other countries. I don't think I would worry about him being arrested in New York for credit card debts in the UAE, or most other countries. I would avoid travelling to or transiting through any GCC country though.

The Interpol red notices are public information, you can find them on the Interpol website. But even if his name is not there, I still wouldn't risk traveling to the UAE while there are outstanding credit card debts.
