Anti-terrorism certificate Dubai UAE

Some people enquiring about a job advertised in the UAE are being requested to provide an "Anti-terrorist certificate" or "Anti-terrorism certificate/certification/letter". The jobs often seem to be for schools or colleges in the UAE, but might not be exclusively so.

As best I can tell, the request is bogus, especially since you are requested to send money to the recruiter. A recruiter would normally not be expected to be able to issue something like an anti-terrorist certificate, whatever it could mean. You'd expect only the security authorities in a country to be able to comply with such a request - police, immigration, or similar. The request comes across as a variation on the visa cost scam or hoax where job applicants are asked to send money for visa expenses.

The email below is one example of such a request. There are some official sounding names and websites for example:

The Fujairah Education Zone (FEZ) is an official UAE government body.
Matar Humaid Al Tayer is a real UAE citizen and was Minister of Labour and Social Affairs (I think until 2006 when the UAE cabinet was reshuffled).

It seems implausible at the very least, if not completely unbelievable that the FEZ or Mr Al Tayer would put their names to such a request, and seems far more likely that they have been misrepresented.

Several elements of the email below have a connection to the Global Recruiters organisation which has previously advertised jobs for organisations in the UAE that don't exist, and requested job hunters to send them money for visa fees.

Note that there does exist something called a Police Clearance Letter or Certificate which is sometimes asked for. If you need one of these, you can only get it from the Police department where you lived, and if it does cost anything, then you pay the police department directly.
