There was a press release 14 November 2005 about the new Victoria International School in Sharjah. A summary is:
VISS is new international school to be built in Sharjah based on on the Victorian Government school system. Letter of intent was signed in Melbourne between the Ruler of Sharjah, His Highness Sheikh Dr. Sultan Bin Mohammed Al-Qasimi, and the Premier of Victoria, Steve Bracks. Victoria would have a consultancy role (does that mean there would be no financial input from Victoria?). The release also said the school would be designed to cater to 3000 students. And Mr Bracks said “This is just the beginning – we hope this project with Sharjah will lead to similar projects in the UAE and other countries,” so more to come then.
Apparently the Ruler of Sharjah became interested in the Victorian approach to school education (that sounds rather ... er ... Victorian

) when the Minister for Education and Training, Lynne Kosky, was invited by the UAE Minister of Education to present a paper at an international conference. Victoria then submitted a design proposal for an international school in Sharjah, which was subsequently accepted. The design proposal included features such as "flexible learning spaces", a "Community Facilities Funding (CFF) program" and a handful of acronyms including VCE and VCAL. VISS is the first international school built and operated outside Australia to Victorian Government school specifications, although the Victorian school curriculum had already been introduced to other countries including China and Indonesia.
Victoria will provide project management, school design, recruitment of senior staff, curriculum under license (kindergarten to Year 12), student assessment and reporting systems, professional development, school accountability and review and advice on governance structures. So no money then. While school construction is the responsibility of the Sharjah Government and the school is scheduled to open September 2006 (in the end it opened a year later).
