Emirates ID card compulsory for visa transactions?

Is it compulsury for a resident to have emirates id card to apply a visit visa/sponser his wife's visa or any such visa transactions?

I think from the start of 2011 the plan was that the Emirates ID card would be required for all government department transactions. Whether or not that actually happens remains to be seen. At present (as of June 2010) I don't think it's necessary but check with the UAE immigration department if they need you to show one, or just your passport.
