Before being taken over by the KHDA, licensing was governed by the UAE Ministry of Education (MOE) for schools, and by the Ministry of Higher Education and Scientific Research (MOHESR) for colleges and universities. Notice that the KHDA is licensing "free zone" universities and colleges. Presumably that means places like Dubai University (or Dubai College - I can never remember what they call themselves), are still under the MOHESR. Is the American University Dubai in a free zone?
