KHDA Dubai all institutes

The Knowledge and Human Development Authority Dubai (KHDA) (not Agency) will licence all educational institutes in Dubai from January 2008 according to a report in the Gulf News 26 December 2007. This includes human development and training institutes, and educational service providers. Educational institutes covered will include all schools, free zone colleges and universities, and adult education and training institutes. I didn't see nurseries, nursery schools, or kindergartens mentioned. Not that there are many kindergartens in Dubai - most kindergarten level classes are part of a K-10 or, more commonly, a K-12 school.

Before being taken over by the KHDA, licensing was governed by the UAE Ministry of Education (MOE) for schools, and by the Ministry of Higher Education and Scientific Research (MOHESR) for colleges and universities. Notice that the KHDA is licensing "free zone" universities and colleges. Presumably that means places like Dubai University (or Dubai College - I can never remember what they call themselves), are still under the MOHESR. Is the American University Dubai in a free zone?
