Kalba is a small town on the East Coast of the UAE, a short drive south of Fujairah (you'd hardly notice you'd left one town and driven into the next), but politically in the emirate of Sharjah - so Sharjah conservativeness will probably apply (no bars, more restrictive dress codes). Fujairah is about one and a half hours drive from Dubai on a good main highway, add 30-60 minutes to drive through Fujairah and on to Kalba. There's also another route direct to Kalba from Sharjah which is less busy and more scenic (there's a long tunnel at the end of it which is impressive if you like that sort of thing).
